HB1525, firearms, certain; definitions, possession, transportation, or purchase by certain persons, penalty, was signed into law by the Governor on April 22, 2026. The bill was signed as an emergency act and took effect immediately after it was signed. This new law conflicts with a court order entered by the Circuit Court for the City of Lynchburg in Raul Wilson, Wyatt Lowman, Virginia Citizens Defense League, Gun Owners of America, Inc, and Gun Owners Foundation v. Colonel Matthew D. Hanley, CL25000582-00, dated October 29, 2025. That order enjoined and prohibited the Virginia State Police from administering, enforcing, or otherwise imposing upon any person the requirements of Virginia Code § 18.2-308.2:5.
Accordingly, the Virginia State Police will not be running background checks in the private sale of firearms until the conflict between the Circuit Court for the City of Lynchburg order and HB1525 is resolved. This means that Silver Eagle Group is still not facilitating private sales.
